I've also looked into a design issue pertaining to neutrino filters. Way back during table design I settled on a consolidated neutrino filters table, for the filter and filer head. These can be computed at the same time, but the filter can be computed at validation time (concurrently, partial block order) and the head must be computed from the previous head (total block order). Because this filter requires the full block and prevouts it only makes sense to compute it during validation, but the head cannot be computed until confirmation. So I'm adding a neutrino_head table (simple height-based array) and renaming the other to neutrino_filter. This will then be a complete/functional feature.
