I think that leveraging these existing checks will add additional cost and/or complexity that's not worth it, and adding a new check function would be an unnecessary perf hit to block.check(). If usually feels like we should invalidate anything that we can as early as well can, but that doesn't always hold up. I've removed some early consensus checks because they are redundant with ones later on, because the early exit on the rare case isn't worth the performance hit on the billions of checks case.
