If you want to start out by instead adding the conditional dependency, we'd want to either go with our standard --with-<foo> pattern enabling the presence and respecting those flags - which could be as little as modifying the generate4.xml or as large as editing templates for configure.ac, Makefile.am , CMakeLists.txt, and the pkg-config artifacts
