I was building everything manually since the script failed. That also did not work. So trying ./install.sh again without sudo 
./install.sh --prefix=$HOME/libbitcoin --build-boost --build-secp256k1 --disable-shared
Why does boost default to 1.89.0 though?

I found a couple unrelated issues with the script: 
    if [[ DISPLAY_VERBOSE ]]; then
        VERBOSITY="VERBOSE=1"
    fi

    SEQUENTIAL=1
    # Avoid setting -j1 (causes problems on single threaded systems [TRAVIS]).
    if [[ $JOBS > $SEQUENTIAL ]]; then
        make -j"$JOBS" "$@" $VERBOSITY
    else
        make "$@" $VERBOSITY
    fi
DISPLAY_VERBOSE is missing the $ > doesn't work for numbers, AFAIK. Should be -gt
